“After the end of the World War, Poland was established as a large country with a population of thirty million, therefore, despite the crisis, all state functions developed on an appropriate scale.

Along with other branches of the domestic economy, horse breeding has grown and is still growing, and moreover, the importance of this breeding has increased immeasurably - due to the fact that the state, having land borders of considerable length without sufficient natural protection, had to become a very serious recipient of all species and types of horses for army.

In such changed conditions, only one Mokotowski track remained for breeding and racing trials. This track was sufficient for Congress Poland, but could not satisfy the sports and breeding needs of the Polish State.

Therefore, the Management Board of the Society for the Encouragement of Horse Breeding in Poland had long ago come to the conclusion that a second track in Warsaw was necessary, and for this purpose thought about purchasing the appropriate land, which, while securing the ownership status, allowed for carrying out any thorough investments in accordance with. requirements and needs of the moment. Tor Mokotowski, never replaced due to its location, would then remain as the second seasonal track. (…)”
